Statistics and Analyses of Ukrainian Participation in HORIZON 2020 (updated after 404 concluded calls)

In the framework of the RI-LINKS2UA project the Institute of Fundamental Technological Research of the Polish Academy of Sciences, in cooperation with the Centre for Social Innovation (ZSI), and the Ministry of Education and Science of Ukraine prepared the latest analytical Report about the Ukrainian participation in H2020.

Ukraine became a new member of Associated Countries (AC) to Horizon 2020 in March 2015. Since then, Ukrainian organizations have been able to fully participate in Horizon 2020 on equal terms with the EU Member States and other ACs.

Signed Association gives Ukraine a unique chance to significantly increase their participation in H2020. This is evidenced by the results of participation in the first 404 calls, where 505 Ukrainian organizations participated in the preparation of 915 project proposals (1 190 participations), expecting EC contribution of 312.81 M€.

83 organizations are in 90 proposals on the MAIN LIST (117 participations), with EC contribution of 17.23 M€. In particular, Ukraine submitted 243 proposals for project co-ordinations, of which 9 were classified for funding (MAIN LIST) with EC contribution of 2.48 M€.

These results classify Ukraine in the sixth place among Associated Countries, just after Serbia and Iceland in both: the number of participations, and gained EC contributions. At the same time, Ukraine results in the number of participations and gained EC contribution was 3 times better than that of Tunisia, Bosnia-Herzegovina or Moldova.

Detailed analyses show that 33% of UA participants are from HES (90 organizations with 388 participations in submitted proposals), while 38% are from PRC (263 with 456 participations) and over 23% are from REC (97 institutes with 269 participations). Finally, 19 HES, 21 REC and 36 PRC from a total of 83 organizations will participate in projects selected for funding. 

UA participation results presented in relation to the potential of the country (GDP, GERD, population, number of researchers FTE) show that Ukraine requires further reforms to create more favourable conditions for the intensification of cooperation between Ukrainian science and industry with partners from the EU and other countries involved in H2020.
